Introduction
All the activities that the National Council of Churches of Kenya engages in are deliberately aimed at contributing to the fulfillment of the organisation’s Vision and Mission. To ensure coherence and comprehensiveness of these activities, the Council develops a Corporate Plan every few years. In addition, a workplan is generated each year to define in detail the activities to engage at each moment.
The goal of the programmatic interventions by the Council is to provide initiatives that meet both the basic as well as strategic needs of the Kenyan people. As such, the programme work is defined by the political, economic, social and cultural context within the country at any particular phase.
Over time, this has resulted in the Council constantly re-engineering itself by adopting a learning culture and approach.
It is in this regard that in 1996, the Council adopted a policy of facilitation, shifting away from direct implementation of grassroots-level projects. This was to ensure that the Council would not be a competitor with her own member churches and organizations in grassroots activities. The focus of the Council was established to be building the capacities of her member churches and organizations to undertake direct social services delivery.
Governance of Council Programmes
Policy guidance is provided by the Programme Committee, while the day to day strategizing and operations are spearheaded by the management. The Programme Committee brings together the heads of member churches and organizations.
Articulation of Council Programmes
The programmatic engagement of the Council is articulated in the Corporate Plan, as is summarized below:

| Third | 2001 – 2004 | Affirmation of the principal of facilitation marked by a shift from implementation to monitoring and evaluation of the service delivery done by the government |
| Fourth | 2005 – 2008 | Capacity building for both member churches as well as general public to engage in the social, political and economic life of the nation |
| Fifth | 2009 – 2013 | This is the current Corporate Period being implemented. It focuses on reconstruction of the nation following the post election violence and as well as pushing for necessary reforms to stabilize the country for development and prosperity |
Theatre of Operations
To facilitate effective and efficient implementation of the programmes, the Council has divided the country into nine regions. Each region has a governance structure that mirrors that of the national level.

The programme work of the Council, administratively overseen by a Programmes Director, is divided into 8 thematic areas that are clustered in two thrusts: Capacity Building for Membership; and, Governance and Social Services.
